This is a very well done pastel on board attributed to Clarence Bradley, a very well known painter from New Bedford, MA

A close look at the painting shows the boat to be a Hudson River Sloop, and the background seems to be the Palaside Hills on the Hudson River. I call this painting "returning to the sea in the moonlight"
